The papers briefing only brief what they are given.  That's why they all had a certain message.

The people behind the new messaging "Stay Alert" had just been appointed by Cummings.  

They are the team behind the December GE campaign messaging.

They're good at their job.*

The same guys that set up the fake "fact check" account during the GE.  And the labourmanifesto.com website to deceive people and put out fictional manfesto promises.

The new three slogans are all about moving from government instruction to do something (Stay at Home) to you exercising your 'capability' (Stay Alert).

Plausible deniability.
