Even this half-arsed lockdown is defined by Tory back benchers, and the criteria for lifting it is undeclared because it all depends on what they want come December.

So there could be no consensus until and unless that stopped.  And it won't.

As a PR exercise with the British public?  Maybe.  But it looks to me like Starmer does not want to challenge anything where the Commons vote would be lost.  The spycops bill being an example.  No 'human rights lawyer' would allow that into law, but he does not oppose it.
