saying that - Iraq and Afghanistan aside* - he was a great leader.

When asked, as he was, what lasting policy gains the Blair-Brown years left as their legacy, he answered that he had one measure that he always went to - the change in Gini Coefficient**.

(* he actually had that at the outset, as though they didn't matter) 
(** which was about the same after the 1997-2010 government)

He should have said something about improved public services and NHS which is probably true over those years.  But PFI.
