In that a partial release may not increase R>1, so it wont get any worse than it currently is, but won't lower it either so we maintain this level until all old people and those at risk are dead, and those left have at least short to medium term immunity. They hope.
The German numbers still don't make sense though, we have 5 times the death rate, is that simply because we have had 5x as many people infected?
