Government decided to generate two billion quid of savings by centralising the NHS supply procurement into this new SCCL company two years ago.

Not a bad idea in principle but the only driver was austerity - for that read high paid bosses with no experience in the health sector (and/or a track record in IT failure), low paid workers and a concentration on penny-pinchingefficiency.

So, from the outset of the outbreak, there was no slack in the delivery system and staff shortages - and this is where the Govt has been forced to bring in the army.

I'll wager good money the bureaucracy in the ordering system is down to that toxic combination of poor middle management and **** IT systems. Execs don't care about that as long as costs are low, and it's probably not something the army can help with.
