You probably take hope from it and think is suggests that there's a bright future for Labour just around the corner due to the high proportion of young voters out there.
I read it as suggesting that year on year as people grow up they are increasingly likely to vote Tory.
The last graph makes a good case for raising the voting age to something like 44 ;-)
